
Recorder of Deeds
The Recorder of Deeds maintains all land records for Tioga County. Our office is responsible for:
- Receiving, recording, processing, and delivering: Deeds, Deed Restrictions, Mortgages, Satisfaction Pieces, Releases, Assignments, Easements, Rights of Way, Leases, Survey Maps, and Miscellaneous Documents.
- Managing additional records: Bonds & Commissions for Notaries and Elected Officials, and Military Discharge Records (closed to the public per the Veterans' Privacy Act).
- Serving as an Agent for the Department of Revenue: Collecting Realty Transfer Tax.
All transactions are public records, except Military Discharge Records.

Register of Wills
The Register of Wills oversees the probate of wills and appoints personal representatives for decedents who resided in Tioga County. Our duties include:
- Issuing Letters: Letters Testamentary (with a will) or Letters of Administration (without a will) to qualified individuals under the Probate, Estates, and Fiduciaries Code.
- Providing Certificates of Appointment: Issued only after an estate is probated, available to the executor or their attorney.
- Acting as an Agent for Pennsylvania: Collecting Inheritance Tax.
All documents are public records.
Clerk of Orphans’ Court
The Clerk of Orphans’ Court handles:
- Marriage Licenses
- Petitions for Guardianship
- Petitions for Small Estates
- Family Settlement Agreements
- Annual and First & Final Accountings
- Adoptions (records sealed by the court, closed to the public)
- Other court-related matters
All records are public, except adoption and guardianship records.
Applying for a Marriage License Online
Start your marriage license application online through the Clerk of Orphans’ Court Office. Follow these steps:
- Visit the Marriage License Application Website: Click Here
- Complete the Form: Fill in all fields. Use "unknown" if information is unavailable.
- Submit the Application: After submission, you’ll receive a confirmation number—print this page and bring it to our office.
- Schedule an Appointment: Call 570-724-9260 to book a time to finalize your application in person.
Important Notes:
- In-Person Requirement: Both applicants must appear in our office within 60 days of submitting the online application and no later than 10 days before your wedding date (to meet the 3-day waiting period).
- Required Documents:
- Photo ID (e.g., driver’s license or passport).
- If previously married:
- Divorce: Certified copy of the final decree from the county seat (no photocopies).
- Death of spouse: Death certificate from the Department of State (no photocopies).
- Fee: $35.00 (cash only; no personal checks).
